Assumes Microsoft’s US list prices: pay-as-you-go $0.01 per Copilot Credit; capacity pack $200 per pack per month for 25,000 credits; unused pack credits don’t carry over to the next month. Options with packs assume usage above the pack is billed through a linked pay-as-you-go plan. Without one, Microsoft enforces purchased capacity and agents can be denied service. Excludes Copilot Credit Pre-Purchase Plan discounts (up to 20%), reseller and negotiated pricing, and prices in other currencies. Changing your pack count is subject to your subscription terms. Verify against your agreement before you change anything.

How this works

Pay-as-you-go bills each Copilot Credit at $0.01, at the end of each month, through an Azure subscription linked to the environment.
A capacity pack costs $200 per month for 25,000 credits, $0.008 each if fully used. Unused credits don’t carry over to the next month.
Break-even is 20,000 credits per pack each month. Below that, pay-as-you-go would have cost less; above it, the pack is cheaper.
Find your usage in the Power Platform admin center under Licensing, then Copilot Studio. The Copilot Credits capacity tab shows credits deducted from prepaid packs and billed to pay-as-you-go, with a daily trend for the last three months. The Environments tab breaks this down by agent, with billed and nonbillable credits shown separately. Enter billed credits only: some usage by Microsoft 365 Copilot licensed users is zero-rated and is not charged.
When usage goes over your packs, it is billed at pay-as-you-go rates only if the environment is linked to an Azure subscription through a billing policy. Otherwise Microsoft enforces your purchased capacity.
